The Law Office Tossavainen & Metsävainio Ltd, also known as ToMe, is founded in 2014 by Kari and Jarmo.
With over 20 years of legal experience, we provide legal services in all areas
of public procurement, contracting, commercial law and the other fields of law.
As well as in domestic (Finland) and EU litigation to these fields with experience of 150 court proceedings.
We are advising numerous enterprises and contracting authorities in all aspects of Public Procurement,
Tender procedures and Contracting.
We offer various training and coaching services in the aforementioned areas of law.

About me
I am specialized in Public Procurement, Finnish and international trade contracts, commercial and contract law and as well as in domestic and EU litigation relating to these fields. I regularly represent Finnish and international companies as well as public sector units in these fields.
I have over 20 years' experience of public procurement and its legislation by providing services to the Tenderers and Procurement authorities. I have knowledge of public procurements relating to and to mention a few: healthcare, medical equipment, life sciences, technology, defence and security, customer service and marketing, public transportation etc.
I regularly advise undertakings in participating in tender procedures. I also have versatile practical experience in arranging tendering processes for contracting authorities over the years.
I have participated in numerous govenmental working groups for the preparation of Public Procurement legislation (Procurement Laws and Rules) and the General Terms of Public Procurment (JYSE).
I regularly represent Clients in court proceedings related to public procurement matters. I have acted as legal counsel in over 150 legal proceedings at the Finnish Market Court, the Finnish Supreme Administrative Court, and the Court of Justice of the European Union.
I have organized procurement and other trainings (commercial/contract law/Incoterms) and acted as lecturer at over 100 training and educational events.
I regularly consult with Clients to find the best judicial or contractual solution to support their businesses and needs.

Jarmo Metsävainio

About me
I have extensive experience in international and national procurement, contract law, and human resource management. As a support management, I have participated in strategic planning and I have been responsible for resolving legal disputes related to contracts and human resources/risk management. I have court experience as a judge in both district and appellate courts. In civil, criminal, and compensation matters, I have succesfully represented companies with competition law issues related to the abuse of dominant market position in both the competition authority and the Finnish Market Court.
I understant business decision-making, as I have prior experience in personnel management and contract negotiations by running a company of about 100 employees in the shipbuilding industry.
Furthermore, I have also served as a legal advisor to the leaders of (3) three international military operations (i.a. Central Africa), where risk management and demanding contract negotiations have been prerequisities for success.
